Self-Understanding

Accessibility is an essential feature of modern websites today – it is a mark of quality, enhances the user experience, and ensures legal compliance. Enabling full access for all user groups reflects our corporate understanding of digital responsibility and social participation.

Our Commitment

This specifically means for us:

  • Semantically correct frontend: Clean HTML structures, meaningful ARIA roles, consistent component logic.
  • Conceptual accessibility: Focus management, logical tab order, keyboard operation, understandable interactions.
  • Editorial clarity: Plain language, readable typography, descriptive links, alt texts.
  • Accessible media: Videos with transcripts and subtitles, high-contrast thumbnails, visual descriptions where applicable.
  • Technical assistive friendliness: Support for prefers-reduced-motion and other system-based user preferences.
  • Sustainable further development: Regular audits, action plans, and continuous maintenance of digital accessibility.

Applicable Standard

Our website complies with the following legal and normative frameworks:

  • German Regulation on Accessible Information Technology (BITV 2.0)
  • German Act on Equal Opportunities for Persons with Disabilities (BGG)
  • Directive (EU) 2016/2102
  • WCAG 2.1 – aiming for conformance level AA+

Audit Completed

Status: This online service has been tested for accessibility.
Conducted by: ALEKS & SHANTU GmbH
Period: September 2, 2025.
Level of compliance:

The website is currently not fully compliant with the requirements of WCAG 2.1 at conformance level AA.

Some parts of the online service consist of legacy content published before June 28, 2025. According to § 2 (3) BFSG, these are subject to grandfathering provisions, which means there is no immediate legal obligation to ensure full accessibility.

Nevertheless, our goal is to gradually reduce existing barriers and adapt protected content to the WCAG 2.1 AA requirements in the long term – as far as technically and economically feasible.

Optimization Strategy

Our optimization strategy follows WCAG 2.1, conformance level AA, and additionally aims for selected AAA-level requirements (AA+), where technically and editorially appropriate.

The goal is to continuously improve accessibility without compromising system stability or user experience. Accordingly:

  • new content and functions are created to be accessible,
  • existing components are revised for accessibility with every technical, functional, or design update,
  • content maintenance and updates are carried out with accessibility awareness,
  • voluntary extensions are implemented according to selected WCAG 2.1 AAA criteria, where feasible within technical, design, and economic limits.

This component-based and ongoing adjustment process serves the sustainable improvement of digital accessibility in accordance with the BFSG – without compromising system stability or user experience.

An overview of identified optimization potential and planned measures with a timeline is documented in the following section of this statement.

Optimization Strategy

Despite largely achieving Level AA compliance, the goal is to continuously develop the online service further and – where appropriate – incorporate selected WCAG Level AAA (AA+) requirements:

This component-based and ongoing adjustment process serves the sustainable improvement of digital accessibility in accordance with the BFSG – without compromising system stability or user experience.

Compliance status

This website is partially compliant with Level AA of the “Web Content Accessibility Guidelines – WCAG 2.2” and with the applicable European standard due to the following incompatibilities and exceptions.

1.1.1 Meaningful Text Alternatives for Non-Text Content (A)
Not all non-text content (e.g. images, icons, controls) has appropriate alternative text that clearly describes their purpose or content. This may cause information loss for screen reader users.
Example: Header graphics without an alt attribute or with generic alt text such as alt=”image”.

1.3.1 Info and Relationships (A)
The semantic structure of the site is not consistently correct. The heading hierarchy is inconsistent, and interactive elements use <div> instead of semantic tags. This makes navigation harder for assistive technologies.
Example: <h2> without a preceding </h1>, menu button as <div> without role or name.

1.4.3 Contrast (Minimum) (AA)
Text and controls sometimes have insufficient color contrast, which significantly limits readability for users with visual impairments.
Example: White text on image backgrounds lacks sufficient contrast depending on the image.

1.4.4 Resize Text (AA)
The site allows text resizing, but the layout partially breaks at 200% zoom. This can make content inaccessible when users enlarge the text.
Example: Search results lie outside the visible area. Submenus extend beyond the visible viewport.

1.4.10 Reflow (AA)
At narrow screen widths or zoom, content is not always properly reflowed. This can result in horizontal scrolling or hidden content.
Example: Footer text blocks overlap at 320px width. Search results lie outside the visible area. Submenus extend beyond the viewport.

1.4.12 Text Spacing (AA)
Adjusting line, word, and letter spacing according to WCAG guidelines is not always possible without content being cut off, which limits readability.
Example: Text over images does not reflow with spacing adjustments, causing text to fall outside the visible area.

2.1.1 Keyboard (A)
Not all functions of the website are fully operable via keyboard. This means that users with motor impairments who cannot use a mouse may be unable to interact with certain areas or access content.
Example: Image tiles on the homepage, back-to-top link are not reachable via the Tab key.

2.1.4 Character Key Shortcuts (AA)
If a keyboard shortcut is implemented with single keys, or requires multiple key combinations, there is no mechanism to disable or reassign it. This makes operation difficult, especially for users with assistive input devices or motor impairments.
Example: “m” for menu.

2.2.2 Pause, Stop, Hide (A)
Moving content (e.g. carousels, automatic animations, pop-up notices) cannot always be paused, stopped, or hidden. This may cause distractions and affect concentration or text comprehension.
Example: Zoom-in animation when switching from grid to single view.

2.3.3 Animation from Interactions (AA)
Interactive animations or transitions (e.g. on focus changes or menus) can create visual or cognitive barriers, making them difficult to process for users with concentration or perception difficulties.
Example: Zoom-in animation when switching from grid to single view.

2.4.4 Link Purpose (A)
Some links are only understandable through context and are not self-explanatory. This may confuse screen reader users.
Example: Link text “Learn more” without context.

2.4.6 Headings and Labels (AA)
Not all interactive elements have meaningful labels. This makes it harder to operate with assistive technologies.
Example: Hamburger menu without aria-label.

2.4.7 Focus Visible (AA)
Focus indicators are present but not always clearly visible. This can hinder keyboard navigation.
Example: Focus on footer links barely visible due to missing visual highlighting.

2.5.3 Label in Name (A)
The visible label of a control does not always match its accessible name. This can cause issues with voice control.
Example: Icon-only button without text and without aria-label.

2.5.5 Target Size (AA)
Some controls are smaller than the recommended minimum of 24×24 px. This makes operation harder on touch devices.
Example: Slider arrow icons.

3.1.2 Language of Parts (AA)
Content in other languages (e.g. individual terms, quotes, menus) is not always correctly marked with the appropriate language code. Assistive technologies may mispronounce these parts.
Example: Job titles on “people” pages.

3.2.1 On Focus (A)
Interactive components such as forms or menus change context unexpectedly upon focus, input, or selection (e.g. auto-submit, navigation without warning). This complicates control and may cause confusion.
Example: Switching from single to grid view shifts focus to the footer.

3.2.4 Consistent Identification (AA)
Recurring controls with the same function (e.g. buttons, icons, links) are not consistently named or styled. For example, a search button may be labeled “Search” on one page and “Find” on another. This can confuse users with cognitive disabilities or assistive technologies such as screen readers. Consistent labeling improves orientation and ensures predictable use.
Example: Footer menu items formatted inconsistently.

3.3.1 Error Identification (A)
Form error messages are not always clear, specific, and understandable, making it harder to correct input errors, especially for users with cognitive impairments.
Example: Generic error message “This field is required”.

3.3.2 Labels or Instructions (A)
Form input fields do not consistently have clear, persistent labels. Some rely only on placeholder text, which disappears when typing, removing orientation. This complicates input for users with cognitive impairments or assistive technologies and can lead to errors. Persistent labels (e.g. via

Objective: AA+ as Standard

The goal is to reliably meet the legal requirements of WCAG 2.1 Level AA and additionally implement elements from the extended area of digital accessibility (partly WCAG 2.1 AAA) – where appropriate and technically feasible within the project context.

Implementation takes place within the framework of re-audits, module-specific updates, and project-related maintenance processes. All relevant measures, deadlines, and responsibilities are documented transparently.

Technical Requirements

This website is optimized for current browser generations (e.g. Chrome, Firefox, Safari, Edge) and supports assistive technologies such as screen readers and zoom functions. System settings (e.g. reduced motion) are taken into account where technically possible.
